The Holy Spirit is God’s power by which he created the heavens and the earth and maintains everything in being by his power. When he speaks, his words have creative power, eg. in Psalm 33:8:
“let all the inhabitants of the world stand in awe of him. For he spoke, and it was done; he commanded, and it stood fast.”
If God were to withdraw that power everything would collapse.
“If he gathered unto himself his spirit and his breath; all flesh shall perish together, and man shall turn again unto dust.” (Job 34:14-15).
